Important Legal Notice for Manpower Providers
This Workers Agreement establishes your relationship with E-MANDO as an
independent contractor providing manpower services only.
By registering, you acknowledge you are not an employee and accept all
associated responsibilities, including wallet top-up requirements and commission fees.
Wallet Top-up Requirement
To accept bookings through the E-MANDO platform, you must first top up your
digital wallet with sufficient funds to cover platform commission fees.
How it works:
- Top up your E-MANDO wallet with credit
- Commission is deducted from your wallet when you accept a booking
- Customer pays you directly after service completion
- You must maintain sufficient wallet balance to accept new bookings
Commission Fee Structure
E-MANDO charges commission fees for connecting you with customers. The commission
rates are based on service location and are deducted from your wallet:

Services provided in Metro Manila area
25%
Outside Metro Manila
Services provided outside Metro Manila
20%
Commission is calculated as a percentage of the agreed service fee and deducted
from your wallet when you accept a booking.
1. Independent Contractor Status
As a Manpower Service Provider ("Worker," "Provider," "Contractor," or "You") on the
E-MANDO on-demand platform, you acknowledge and agree that:
- You are an independent contractor, not an employee, agent, partner, or representative of E-MANDO
- You are responsible for your own taxes, insurance, licenses, and permits
- You control the means, methods, and timing of performing manpower services
- You may work for other companies or clients simultaneously
- E-MANDO does not provide employee benefits or statutory employment protections
- You set your own rates and terms for manpower services provided to customers
- You are responsible for collecting payments directly from customers
Platform Nature: E-MANDO is a technology-based intermediary that connects
you with potential customers for manpower services only. We do not employ,
supervise, or control your work.
2. Scope of Services
Manpower Services Only: As a registered service provider, you offer
manpower services only. You do NOT provide emergency response services
and do NOT have access to the Emergency Response System (ERS).
Manpower services may include but are not limited to:
- General labor and physical work
- Technical and skilled labor services
- Event staffing and support
- Construction and maintenance assistance
- Delivery and logistics support
- Other non-emergency manpower needs
Not Included: Service providers do NOT handle emergency situations,
medical emergencies, fire emergencies, police matters, or any life-threatening situations.
These are handled exclusively through the separate ERS system.
3. Wallet System and Commission Structure
3.1 Wallet Top-up Requirement
To use the E-MANDO platform and accept bookings, you must:
- Maintain a positive balance in your E-MANDO digital wallet
- Top up your wallet before accepting any bookings
- Ensure sufficient funds to cover commission for each booking
- Minimum initial top-up: ₱200
- Minimum wallet balance to accept bookings: ₱100
- Top-up methods: GCash, Bank Transfer, Credit/Debit Card
3.2 Commission Rates
E-MANDO charges commission fees for each booking accepted through the platform:

3.3 Payment Flow Process
Booking and Payment Sequence:
- Customer posts a manpower service request on E-MANDO platform
- You accept the booking (commission is calculated)
- Commission is deducted from your E-MANDO wallet immediately
- You provide the manpower service to the customer
- Customer pays you directly after service completion
- Payment terms are between you and the customer
- E-MANDO is not involved in direct payment processing
3.4 Wallet Management
- Wallet balance is non-transferable and non-refundable
- Unused wallet balance can be carried forward indefinitely
- Commission deductions are final and non-refundable
- You can view wallet transactions in your account dashboard
- Wallet top-ups may be subject to transaction fees from payment providers
- E-MANDO reserves the right to verify wallet top-up sources
Important: You cannot accept bookings if your wallet balance is insufficient
to cover the commission. Commission rates are subject to change with 30 days' notice.
Continued use of the platform after rate changes constitutes acceptance of the new rates.
4. Customer Payment Collection
Direct Payment Collection: You are responsible for collecting payment
directly from the customer after service completion. E-MANDO does not
process or guarantee customer payments.
Payment collection responsibilities:
- Agree on payment terms with the customer before service
- Collect payment upon service completion or as agreed
- Issue receipts to customers for payments received
- Handle any payment disputes directly with the customer
- Report non-paying customers to E-MANDO for platform review
- Understand that E-MANDO is not liable for unpaid customer invoices
Risk Warning: You assume all risk of non-payment from customers.
Commission paid to E-MANDO is non-refundable even if the customer fails to pay you.
5. Platform Registration and Operation
As a manpower service provider, you agree to:
- Provide accurate and complete registration information
- Maintain all necessary licenses, certifications, and qualifications for your specific manpower services
- Keep your profile, availability, and service details current
- Respond promptly to manpower service requests through the platform
- Set clear and reasonable rates for your manpower services
- Communicate professionally with customers
- Update your status (available/unavailable) as needed
- Clearly indicate your specific manpower skills and capabilities
- Maintain sufficient wallet balance to accept bookings
- Accept commission deductions from your wallet for each booking
6. Service Provision Standards
When providing manpower services through E-MANDO, you agree to:
- Provide services with reasonable care, skill, and diligence
- Comply with all applicable laws, regulations, and safety standards
- Maintain appropriate insurance coverage for your manpower services
- Use proper safety equipment and follow safety protocols
- Notify customers of any delays or issues affecting service delivery
- Respect customer privacy and confidentiality
- Complete manpower services as agreed with customers
- Do not represent yourself as an emergency responder
- Submit service completion reports through the platform
- Collect payment directly from customers as agreed
7. Tax Responsibility
As an independent contractor, you are responsible for:
- Registering with the Bureau of Internal Revenue (BIR) if required
- Paying all applicable income taxes on your earnings from customers
- Filing quarterly and annual tax returns
- Maintaining proper accounting records of customer payments
- Issuing official receipts to customers (if registered with BIR)
- Understanding that wallet top-ups and commission payments are separate from service income
Note: E-MANDO does not withhold taxes from customer payments since
payments are made directly to you. You are solely responsible for all tax obligations
on income earned through the platform.
8. Liability and Insurance
You acknowledge and agree that:
- You are solely responsible for your acts, omissions, and conduct during manpower services
- You must maintain appropriate liability insurance for your manpower services
- E-MANDO assumes no liability for your services or interactions with customers
- You are responsible for any damages or injuries resulting from your manpower services
- You will indemnify E-MANDO against claims arising from your services
- You assume all risks associated with providing manpower services, including non-payment risk
- You are NOT covered by any E-MANDO insurance for any situations
- You are responsible for payment collection risks from customers
9. Prohibited Activities
As a manpower service provider, you agree NOT to:
- Misrepresent your qualifications, experience, or availability
- Accept assignments beyond your capabilities or qualifications
- Represent yourself as an emergency responder or ERS provider
- Attempt to handle emergency situations beyond basic first aid (if trained)
- Use the platform for illegal or unethical purposes
- Share confidential customer information
- Interfere with other service providers or platform operations
- Make false claims about being associated with E-MANDO emergency services
- Accept bookings without sufficient wallet balance to cover commission
- Attempt to circumvent the wallet commission system
- Engage in off-platform transactions to avoid commission fees
10. Termination
Either party may terminate this agreement at any time with written notice.
E-MANDO may immediately suspend or terminate your access if you violate this
agreement, engage in misconduct, provide false information, represent yourself
as an emergency responder, attempt to avoid commission payments, or if required by law.
Termination Consequences: Upon termination:
- Any unused wallet balance is forfeited
- Pending commissions remain due to E-MANDO
- You must settle any outstanding obligations
- Account termination does not relieve you of existing liabilities
11. Governing Law
This Workers Agreement shall be governed by and construed in accordance with the laws
of the Republic of the Philippines.
12. Assumption of Risk
You voluntarily assume all risks associated with providing manpower services through the
E-MANDO platform, including but not limited to:
- Personal injury, bodily harm, illness, or death during manpower work
- Property loss, theft, or damage
- Non-payment or delayed payment from customers
- Payment disputes with customers
- Accidents or incidents during service provision
- Liability claims from customers or third parties
- Risks associated with specific manpower tasks
- Market fluctuations affecting demand for services
- Loss of wallet funds if account is terminated
Manpower Service Provider Acknowledgment
By registering as an E-MANDO manpower service provider, you acknowledge that:
- You are an independent contractor providing MANPOWER SERVICES ONLY
- You do NOT have access to the Emergency Response System (ERS)
- You are NOT authorized to handle emergency situations
- You must top up your E-MANDO wallet before accepting bookings
- E-MANDO charges commission fees on all bookings:
- 25% for services within Metro Manila
- 20% for services outside Metro Manila
- Commission is deducted from your wallet when you accept a booking
- You collect payment directly from the customer after service
- You assume all risk of non-payment from customers
- You are responsible for your own taxes, insurance, and compliance
- You maintain all necessary qualifications for your specific manpower services
- You assume all risks and liability associated with providing manpower services
- Unused wallet balance is non-refundable and may be forfeited upon termination
- You have read and understood this Workers Agreement in its entirety
